2) he's probably 'solid' or 'smoke' by choice. so hitting him when or where he doesn't expect with physical attacks could potentially work.

Tashigi is a swordswoman just like Zoro and hates that 'criminals' like him get to wield powerful swords so thats just her way to settle scores. Ikr. Especially when all the navy captains/ leaders that we've seen so far are equally or even much worse than the pirates themselves. Townfolk living with navy bases seem to be oppressed and towns who are suffering from having been attacked by bad pirates like Buggy still have not received proper assistance and support by the navy.

Tashigi's view of good vs evil is just too naive. She still needs to learn how the world works. Wearing an official uniform doesn't necessarily mean that they're good people and pirates are also not all bad as they've so often been made out to be.
